Some team members have stopped proposing new agent ideas because they don’t want to deal with the approval process. Could governance workflows actually be discouraging innovation?

Yes, overly rigid workflows can unintentionally suppress experimentation. When approvals feel costly in time or effort, teams self-censor. Governance should enable safe innovation, not prevent it.

This is often a signaling problem. If leadership frames governance as protection rather than punishment, and streamlines review paths for low-risk experiments, innovation tends to rebound.
